Controlled Parking Zones – Questions I asked in September

I have a few questions from local residents:
 
1. If a street returns consultation documents and it splits, say, 33% in favour, 33% against and 33% no reply does that mean it does not go ahead.
 
2. can individual streets opt in and others opt out of the CPZ or is it all or nothing. Likewise can part of a street opt in or out.
 
3. Why have streets outside the proposed CPZ not been consulted given that they may bear the impact of the dispersed traffic
 
4. Cost of the annual permit appears high. How can they be sure that it is solely being spent on administering the scheme.
 
5. Could existing residents get a preferential deal and the full rate only be paid by people who purchase their property.
 
6. How does the visitors part of the scheme work (i.e. the 30p for 2 hours charge). Where do they buy the ticket for this
 
7. How can residents be sure a CPZ will be actively enforced.
 
8. Will the permit be personal to the resident or can it be assigned?
 
9. Surely if there is a high take up the revenue will easily cover the cost of administering the scheme.
